Should social services apprhend children because their parents smoke marijuana?

A child was removed from school and taken to a foster home because we smoke marijuana. The child was returned 1 1/2 weeks later but only with conditions. The parents are loving, attentive and giving and feel very belittled and devestated by the actions taken by social services. The child is showing signs of trauma also, what should they do? HELP!!!
