I worked for a medical waste company a few days back and want to know if they are operating to guidelines-law?

If nothing else, it was stupid on the part of the hospital. You should report this to OSHA. (Occupational Safety and Health Administration). OSHA is the government agency that controls in this area. The individuals appear to have been trying to get you to breach, and the reason for this does not matter. Please do report this incident.
