My 7 month old Shih-tzu seems to constantly chew - even though there's nothing in his mouth.?

It almost sounds like he's attempting to grind his teeth, but sometimes it seems like he's dealing with phlegm. Not sure if its normal or not - he may be teething, but I thought he was done. Anyone experience this type of behavior?? Please advise. Thanks!
