Hello im s big dragon ball z fan. i have dragon ball z budokai 3 but somehow at dragon arena. i dont understan?

when i type in lvl 99 goku with breakthrough. i regersterd him. it works but when i go to my character list i only have the lvl 33 goku that i had before. i looked back in dragon arena pword i found him but i have to fight him. but i want to be him in dragon unervers and dueling. please help. i dont understand
