Should the rules of Y!A have an exception for Y!A United States since we have freedom of speech?

United States has freedom of speech under the 1st Amendment of the Constitution. Every country on Y!A such as Y!A China, Y!A Korea, ect has its own area with a flag on it so we can know which country the user is from. Other countries have less freedom and censorship on free speech. Why doesnt Y!A get rid of the violations and report abuse on or at least get rid of it for Y!A United States and leave the censorship for everyone else? What part about that and the Constitution doesnt Yahoo understand?
