How to get my security deposit back in VA?

I did not complete the terms of our original lease however the landlord left it up to me if I wanted to break our lease with no penalty so I did because I didnt like the place. We did a final walkthrough and nothing was mentioned about any damage, he said I should recieve my deposit back ($600) minus the final bills, which was fine with me. The terms were the deposit would be returned after 45 days in accordance with VA Landlord/Tenant act. It has now been 70+ days with no check or response to multiple emails and phone calls. I want to take care of this civaly and file a warrant in debt. What types of backup should I bring and what are things I should do to make sure I am successful. To add to the mess another roomate in the house who left 15 days before me is running into the same problem, we want to file jointly. I know the landlord isnt on the lam cause i see adds for my old room, dont have a clue why I can't even get a response. Any help is greatly appreicated. Thanks!
